I have the honour to acknowledge the receipt

of your letter No. 40, with exeloaures, dated 12th

April, 1941, recording the developments in the

negotiations conducted by you in the matter of the

re-opening of the Pearl River.

2. I venture to express my congratulations on

the successful issue of those negotiations the importance

of which to this Colony hardly requires statement.

A copy of this letter in being went to the

Secretary of State for the Colonies and to His Majesty's

Labassies at Chungking, Changhai and Tokyo.
